1. I want to become a wealthy trade nation in goods of steel and gasoline as well as a nation possessing a formidable military

A good alliance must require co-operation, a hierarchy of nations that decide what the members of an alliance should do (Leader > Vice leaders > members) and an alliance that sets goals to be met for its nations such as GDP, military capacity and foreign policy. A good member is a member that  follows the orders that have been given to other nations in the alliance, considers the risks and benefits of not only themselves but their allies, and is an active member that keeps developing their country. 

3. I believe I can soon become a supplier and combatant for future wars, engaging in first hand combat, aerial support, or spying.

4. Depends (Sorry for that answer but If it was in a situation that would benefit my allies and me more if I had joined than If I hadn't I would)
