As for the time theme, or whatever.. I say we leave it ambiguous. Since there are going to be a plethora of "characters" each with their own nations storys and backgrounds.. It could be a sort of mish mash of different things.

Its more of a "If a life form is self aware" sort of thing when you look for life in the cosmos. I.E the Turing test used to determine whether a robot is self aware. Cause technically there's life on mars... Its just a bunch of microbial life that doesn't classify as sentient life.... And we put it there through contaminated equipment (The Rover)

I don't think there's any more evidence of alien encounters than there is for ghosts or bigfoot - just hoaxes, anecdotes, unexplained events, and all sorts of indirect observations that are interpreted to fit the theory.
So we can only estimate what the probability is that an alien civilization has developed somewhere else in the universe. This leads to something like the drake equation - take the number of planets in the universe, multiply it by the probability that conditions on the average planet are hospitable to life, times the chance that life happens, times the chance a species intelligent enough for civilization evolves...
The problem is that once you reach the probability that life is generated, you're pretty much speculating wildly. Almost any kind of made up numbers can plausibly be used to get any result you want.
Well there's speculation, yes, but even with the equation you have to think. We are on the cusp of the Space age (the time in which we will have FTL, Faster than Light, technology) In fact, I read an article quite recently saying that the Space X programs, and Nasa were on the verge of making an engine capable of FTL flight. Then you also have to think that even though the Earth is old, there are other planets leagues ahead of us in the sense of time, and possibly life. I mean, there isn't even a defined number of the amount of Stars, Solar Systems, and/or Planets in our Universe. So Saying that there is a limited number of planets that can support life is an invalid statement (not that you said it, just riffing at this point). Idk, Tbh, I would for extraterrestrial life to be real. Cause what would more terrifying, to not be alone in the Universe, or to be the only life of the cosmos.
