I propose for a GSA partial grant. It can accommodate 25% - 100% of the amount needed for GSA (varies w.r.t audit score). The quicker a nation gets GSA, the more it saves. The GSA grant can be provided at c14 (for a 2K infra nation). It will be in between the Rss project grant at c12 and the AUP at c16. The nation as well as the alliance can benefit a lot from this. The bank can reduce a lot of expenses. We can grow quickly.

It would be better if it would be given at c10 before getting UP.

10K alum + 200K food + $20M                 9500 alum + 190K food + $19M
= $28M + $24M + $20M                         = $26.6M + $22.8M + $19M

= $72M                                                     = $68.4M
